I know you know better, Zach, but a Senate Budget Committee instruction would never instruct Ways and Means for the programs discussed, it would give Senate Finance instructions since they have the relevant Senate jurisdiction.

I had presumed that Finance referral would be sufficient too, but then noticed that it DOES name E&C.
That seemed to suggest that Medicaid would be fair game (bc it’s SFC and E&C) but that TANF and SSBG would not (since they would seem to be in no man’s land).
Is there something else that explains the parsing there?
